Has anyone ever tried this crochet pattern?

I'm looking to make this pattern, Lion Brand Back Zip Hoody (baby sweater) Pattern # 60224AD. I hooks have been for several years and I am familiar with reading patterns. My problem is after reading the pattern and the completion of the rows 1-6 + not only looks right me! After working rows 2 and 3 repeat them to a height of 11 ". The problem seems to be when I reach row 4, pattern determines February 1 dc skip. When I do again rw 6 (and at the start of new row, 8.10 etc), my work seems to be decreasing instead of remaining on at all. Any explainations of someone who did this pattern would be greatly appreciated. This sweater is so cute and seems so easy. I just can not seem to get on track.

I'll straight out that I did not do this pattern to say. However, in reading your comments, it seems that the pattern can be designed to reduce it. Is it for the armhole? I make my own patterns, and often fall for the armhole or the sleeve itself. Is it a coincidence raglan sleeve sweater? They have that kind of decline after you have done most of the body.
