Knitting Circle Pattern

I'm knitting doll clothes and having trouble using circular needles.?
The pattern says to cast on 40 stitches and then "join" which makes sense. The problem is that the stitches don't stretch from the tip of one needle to the tip of the other in order to form a circle. The plastic cable is too long, but I've purchased the smallest one on the market. Is there a trick to this, or do I need to just switch to double pointed needles rather than circular? Any help would be very appreciated.
