Clover Knitting Needle Sets

How are circular knitting needles measured?
Are circular knitting needles measured in inches from point to point, or just by the flexible part that connects the two needles?
I am trying to figure out the length of a small set of Clover Takumi 10 1/2 that I own (and no longer have the case). From end to end it measures 17.3 inches. Just the flexible part measures about 10 inches.

Regardless of what the case says (even if you had it) the needles and/or cord can measure . . .anything!
There are no rules, so some manufacturers measure from tip to tip (most common with new items) and some still measure the cord only and add the length of the needle portion.
Your best bet is to count on what your gauge swatch measures, and figure out what the need will be based on the number of stitches for your project.
For example, if your gauge is 4 sts. per inch, you should expect 64 stitches to fit comfortably on 16 inches inclusive of needles and cord.
